The figure comes from On the dimensionality of spacetime « , 1997, arXiv:gr-qc/9702052v2 , DOI 10.1088/0264-9381/14/4/002 , which states “the hyperbolicity property (that) enables observers to make predictions”, where observers belong to that universe. So if there is no time, timeless creatures can’t make any assumption about the future…
